文章摘要:随着数字经济的快速发展,教育数字化转型已成为德国教育发展的一项重要议题。2014年以来,德国实施了一系列与教育数字化转型相关的战略与计划,但未取得新的突破性进展。新冠疫情的暴发倒逼教育系统加速数字化转型,政府与学界基于实践探索和理论总结,于2021年底开始调整教育数字化转型的发展路径,采取了一系列关键举措,包括构建以自主发展为核心的数字能力框架、加快数字化教学过程的转型、调动教师数字化教学的主观能动性。与此同时,现行政策中也存在一些固有问题需要解决,如地区差异和教育公平。未来德国可能以提升教师的数字化教学能力为数字化转型的抓手,出台与职前教师教育和教师专业化相关的措施。

Abstract:With the rapid development of the digital economy,the digital transformation of education has become an important issue in the development of education in Germany. Since 2014,Germany has started to implement a series of strategies and plans related to the digital transformation of education,but no new breakthrough has been made. Based on practical and theoretical findings,the government and academia started to adjust the development path of digital transformation in education at the end of 2021 with a series of key initiatives under the strategic framework,including:building a digital competency framework with autonomous development as the core,accelerating the transformation of digital education processes and motivating teachers to teach digitally. At the same time,there are some inherent issues in the current policy that need to be addressed,such as regional differences and educational equity. In future Germany will probably use the promotion of digital competencies for teaching as a lever for digital transformation and introduce a series of measures related to pre-service teacher education and teacher professionalization.
