德国教育数字化转型的政策规划与创新路径

Abstract:With the rapid development of the digital economy，the digital transformation of education has become an important issue in the development of education in Germany. Since 2014，Germany has started to implement a series of strategies and plans related to the digital transformation of education，but no new breakthrough has been made. Based on practical and theoretical findings，the government and academia started to adjust the development path of digital transformation in education at the end of 2021 with a series of key initiatives under the strategic framework，including：building a digital competency framework with autonomous development as the core，accelerating the transformation of digital education processes and motivating teachers to teach digitally. At the same time，there are some inherent issues in the current policy that need to be addressed，such as regional differences and educational equity. In future Germany will probably use the promotion of digital competencies for teaching as a lever for digital transformation and introduce a series of measures related to pre-service teacher education and teacher professionalization.
