文章摘要:来华留学七十年的发展历程可以分为三个阶段,即新中国成立初期的起步阶段(1950~1978年)、改革开放时期的稳步发展阶段(1979~1999年)和2000年以来的快速发展阶段(2000年至今)。三个阶段来华留学生分别作为社会主义的建设人才、两国之间的友谊使者、融通中外的国际人才参与到社会主义建设和教育对外开放事业中。2018年,我国来华留学生规模近50万人,成为亚洲最大留学生目的国和继美、英之后世界第三大留学生目的国。与此同时,来华留学也面临着学生教育层次较低、社会融入程度不足、高校管理模式落后等挑战。应逐步建立“标准化”的留学准入机制、积极探索“社会化”的生活管理模式和持续完善“市场化”的就业居留政策,全方位培养、引进、用好人才,进一步推动来华留学事业向着更高质量发展。

Abstract:The development of Studying in China programs in the past 70 years can be divided into three stages,namely,the initial stage in the early years of the People’s Republic of China(1950-1978),the steady development stage during the period of reform and opening(1979-1999)and the rapid development stage since 2000(2000-present). In the three stages,international students have been serving as intellectual talents and cultural ambassadors for socialist construction,international relations,and educational development. In 2018,the number of international students in China reached nearly 500000,making it the largest destination country in Asia and the third-largest in the world after the United States and the United Kingdom. At the same time,students studying in China also face challenges such as lower education levels,insufficient social integration,and poor university management. This article argues that we should gradually establish a “standardized” admission mechanism,actively explore a “socialized” life management mode and continuously improve “market-oriented” employment and residence policy. In this way,we can attract,train and develop the international talents,further developing the quality of studying in China programs.
