Abstract:This paper conducts the case study of Singapore in the framework of global talent management,focuses on the role of international talent strategy in the governance of higher education and its important contribution to the country’s economic growth and competitiveness. Based on the review of the existing literature,the paper emphasizes the importance of introducing the experience of the public sector and non-western when discussing the formulation and implementation of a global talent strategy. The paper examines the path of Singapore’s development of human capital and higher education to promote economic growth over the past half a century since its independence in 1965 and pays special attention to the foundation of a global talent management system that deeply influenced by the talent philosophy of Lee Kuan Yew,the founding father of Singapore,and the policymaking process of Singapore. Furthermore,the paper discusses the continuous influence of higher education governance and international talent strategy by two key measures,the “Global School Building Project” and “Public University Autonomy Act” at the beginning of the 21st century. The third section of this paper takes Nanyang Technological University as an example,focuses on the introduction,cultivation,management,and evaluation of international faculty,and discusses the implementation of the talent management strategy of school faculty at Nanyang Technological University. The last section analyzes the case of Singapore from a comparative perspective and puts forward preliminary suggestions on the future research direction of global talent management in the intensified talent war.
