Abstract:Driven by the needs of global immigration governance，the United Nations leads most member states to reach a Global Compact for Safe，Orderly and Regular Migration，which is committed to assisting countries in managing global migration issues. The 23 objectives of the compact transform governance ideas into governance practices from different fields and levels. The compact has a certain impact around the world，and its evaluation must follow the combination of “result-oriented” and “process-oriented” models. At the same time，we need to evaluate the actual effect of the compact in the governance of international migration，analyze the challenges it faces，and rationally observe and analyze the development prospects of the contract. Global Compact for Migration is an positive attempt of migration governance executed by an international organization，which is a useful exploration of the mechanism of immigration governance and provides common norms for the international behavior of state and non-state actors.
