2020年全球人才流动及治理的趋势、挑战和创新

Abstract:At present，the talent flow around the world has the trend of increasing scale and accelerating flow rate，while the competition around high-level scientific and technological talents in various countries is becoming more and more intense. At the same time，the widespread brain drain phenomenon，as well as the frequent talent flow due to globalization bring challenges to the global governance of talent flow. The lack of consensus on talent cooperation，dialogue platform and mobile data further increases the difficulty of talent flow governance. In this context，this paper refers to the operation mode of major international organizations and puts forward the innovation scheme of global talent governance to establish the Alliance of Global Talent Organizations （AGTO）. The authors believe the AGTO would widely invite world-renowned talent organizations，institutions，and associations into the construction of international dialogue mechanism，talent exchange service platform and information integration system，to promote the exchange and cooperation of global talents.
