Abstract:The majority of the Russian people have mixed feelings about 2018. The good side is that Russia has successfully hosted the 21st Football World Cup， even under the strong pressure of economic sanctions from Europe and the United States. The Russian people have been able to relive the feelings of the powerful country. But immediately afterwards， the anxiety quickly climbed to their faces. The Russian government announced that in 2019， the pension reform based on delayed retirement， which is of vital interest to the Russian people， will be launched. The retirement age of women will extend from 55 to 63， and the retirement age of men will extend from 60 to 65. Like a stone that was thrown into a pool and stirred up plenty of waves， this reform led to social protests here and there. Under this circumstance， the Russian government made a concession and revised the delayed retirement bill. It revised the retirement age of women to 60 and gave preferential treatments to mothers with many children. On August 29， 2018， President Putin solemnly delivered a long television speech， eloquently explaining the necessity for delayed retirement. Indeed， the reform moved the “cheese” of Russian people， lowered Putin's support rate and had a certain impact on Russia's political stability， but it did not constitute a threat for Putin's rule.
