粤港澳大湾区数据要素流动研究
文章摘要：粤港澳大湾区经济总量持续增加，人流、物流、资金流流通性持续增强，但是数据流止步不前。本报告认为数据要素跨境流动是推动粤港澳大湾区进一步融合发展的重要工作。粤港澳大湾区数据要素流动可分为三方面：首先是内地公民数据出境，其次是两地政务数据互通，最后是信用数据互通。合理有序的数据跨境流动，使粤港澳大湾区可以进一步发挥数据作为生产要素的积极作用，让粤港澳大湾区的经济圈真正的融合发展。
