Abstract:Pudong，as the frontier of China’s reform and opening up，has played a historic role in promoting the development of China’s open economy. Under the new development pattern，the construction of Pudong as a pioneer socialist zone has taken on a more significant development and reform mission. It is necessary to play the role of a benchmark for reform in the era of the socialist pioneer zone from the perspective of the historical heritage of Pudong’s development and opening up，better coordinate and respond to the changes in the external situation，and to constantly adjust and optimize Pudong’s development and reform function position. Based on a unified national market，China is accelerating the establishment of “dual circulation” strategic links，and continuing to promote the high-quality development of the BRI. Meanwhile，major institutional reforms，such as mixed ownership，will promote the synergy of development interests of multiple market players，balancing the strategic relationship between opening up，development and security. Through profound institutional reforms，efforts will be further needed to liberate and develop productive forces and promote the development of core industries to improve quality and efficiency. At the same time，the logic and institutional philosophy of China’s socialist market economy reform will be better displayed to the world through the pioneer zone reforms in the progress of implementing the reform of Chinese modernization.
