欧洲碳中和愿景实施举措及对我国的启示

Abstract:In order to reverse the adverse effects of Covid-19 pandemic and achieve the goals of green recovery and the Paris Agreement，the EU has set out a binding objective of carbon neutrality in the Union by 2050 through European Climate Law，requiring all Member States to take relevant measures to achieve carbon neutrality. Some major European countries have also adopted legislative methods to strengthen carbon neutrality goals，improve green and low-carbon transition policies，promote energy structure adjustment and renewable energy development，and increase Nationally Determined Contributions （NDC）. The 26th Conference of the Parties of the United Nations Framework Convention on Climate Change （COP26） will be held in Glasgow，UK in November 2021. The UK，as the chair country，hopes to take this conference to expand its international influence by advancing the process of global carbon neutrality. Looking forward to the future，learning from the EU and major European countries’ carbon neutral legislation experience，and strengthening China-EU international exchanges and cooperation in the field of climate change will help my country achieve carbon peaking and carbon neutralitygoals.
