Abstract:BIMSTEC constitutes the key layout of Modi’s “Indo-Pacific Strategy” and is an important starting point for its strategic concept of building “a leading power”. As a strategic conception inherited from “a big country with voice and colour”，Moody’s “a leading power” and “a new India” together constitute the two wings of the rise of contemporary India’s great powers. The strategic conception of “a leading power” has brought about not only explicit changes in Indian diplomacy，such as the toughness of diplomatic style and flexibility of diplomatic stature，or the evolution of “non-alignment” policy towards a diplomatic model similar to China’s “partnership and non-alignment”，but also more important changes in Indian diplomatic strategy concept and foreign policy in the new era. The paradigm of intersection presents a distinct “evolution” of strategic realism.
