2018年中国城市绿色低碳发展状况评估

Abstract:This paper evaluates 176 cities in 2018 by using the green and low-carbon evaluation index developed by the Institute for Ecological Civilization Studies Chinese Academy of Social Sciences. The study shows that the overall level of green and low-carbon development of cities has improved，with 10 cities with a score of 90 or higher and 106 cities with a score of 80-89，which is the most concentrated score segment of green and low-carbon development. According to the evaluation of city types，the order of the low-carbon total scores from high to low is service type，comprehensive type，ecological priority type，and industrial type. Evaluated by geographical location，the scores from high to low are represented in eastern，western，and central regions. According to the evaluation of three batches of pilot cities，the scores from high to low are represented as the first batch，the second batch and the third batch. Most cities are characterized by high-carbon consumption，and low-carbon management and capital investment have been reduced. This paper puts forward some suggestions，such as enhancing the importance of green and low-carbon development，strengthening the construction of green and low-carbon governance capacity. We will strengthen low-carbon pilot projects to help reach the peak of carbon emissions during the 14th Five Year Plan Period and improve the green and low-carbon index system.
