非试点城市开展生态海绵社区建设的思路与对策——以长沙市为例

Abstract:The National Sponge City Demonstration Project has been launched and taken into implementation，which experiences can be learnt by non-site cities. Take Changsha，Hunan province as an example，this article intoduces policy and measures of Changsha’s efforts in building sponge city and ecological sponge community. This article indicates some obstacles for Changsha implenmenting the Sponge Community，and proposes to build a whole spong city by piloting the ecological-sponge community projects throught strengthening cross-sector coordination，best practice of demonstration，financing mechanism，and so on. This article would be a reference for other non-site city to build their Sponge City.
