Abstract:Nigeria Lekki Free Zone (FLZ),i.e. China-Nigeria Economic &Trade Cooperation Zone is located at Lekki peninsular of Lagos state in Nigeria. It covers an area of 30 square kilometers,and is a joint venture by China and Nigeria. The Chinese shareholder is China-Africa Lekki Investment Co. Ltd,which is also a joint venture enterprise of 4 state-owned companies——CRCC,CAD Fund and JNDZ,and the Nigerian shareholder is Lagos state government. LFZ is the biggest state-level oversea economic & trade cooperation zones,which has been approved the confirmed by the Chinese government. The master plan of LFZ aims to build a modern urban complex with full function of industry production,residency,leisure and recreation. With 10 years of development,LFZ has basically achieved the preparations of site leveling,electricity and water supply,railway and road transportation and communication,and both software and hardware conditions can meet the requirement of the investment. So far,there are 114 enterprises having registered in LFZ,while 50 of them have invested and operated substantially. The development of LFZ have encountered many difficulties and challenges,such as,weak outside infrastructure,unequal partner status,financing difficulties,fund remitting difficulties,and shortage of talents etc. In order to help Chinese enterprises with their going-out strategy,Chinese government should give more support to the overseas economic and trade cooperation zones on policy guiding,financial support and the combination with Chinese government aid projects.
