天然气产业的政策推动力：体制创新与理念突破

Abstract:This report will sort out the current policies towards natural gas industry in China with a focus on Natural Gas RMB and analyze the effects of policy adjustments on Natural Gas RMB in five years. First of all，the report analyzed China’s current policies of natural gas industry. It made a comparison between China’s and those of Western developed countries in the stage of rapid development. The report summarized that the status of natural gas industry in the whole energy system is lack of clearance in China’s current natural gas industrial policies，which must be improved as a matter of urgency. The government should take a long view on the development of natural gas industry for the aim of further clarifying the status of it，thus it should establish a more strategic developmental goal—Natural Gas RMB. During the 13th Five-Year Plan Period，China needs to make well first-phase preparations for the final goal of releasing the Natural Gas RMB. For this end，while ensuring energy security，China needs to increase the supply of natural gas and the amount of flowing natural gas in the market；increase the share of natural gas in the gross consumption with deeper marketization；make use of China’s status as a natural gas trade center and RMB internationalization to contend for a larger voice on the price setting of natural gas in the Asia-Pacific area. Therefore，China could establish itself as a pivotal natural gas trade center in the Asia pacific market and realize the mutual support between being the trade center and its natural gas marketization.
