文章摘要：2021年，新冠肺炎疫情持续蔓延，百年变局更趋激烈。单边主义、保护主义、霸权主义抬头，国际制度面临严重危机。中国站在引领人类进步的历史高度，秉持人类命运共同体的理念，积极参加多、双边重要国际会议，阐述中国对国际制度的主张；共同发布宣言、声明和公报，保护生物多样性、应对气候变化、全球合作抗疫、完善全球治理，引领国际制度发展方向；积极参加条约谈判和签署，加强国际制度的法律保障。
