2021年葡萄牙在欧盟轮值主席国期间的优先议程及发挥的作用

Abstract:In the first half of 2021，Portugal took over the EU’s rotating presidency，and put forward main goals，with the slogan of “Time to deliver：a fair，green and digital recovery.” This report first puts forward Portugal’s working goals during the rotating presidency，namely three priority agendas and five focuses；secondly，it focuses on the specific measures and actions to implement the slogan；finally，it explains the highlights and multiple challenges. The report believes that the Porto Social Summit will help strengthen the unity of the EU countries and reduce social risks，that Portugal is facing an arduous task of coordination and balance between the fight against the epidemic and green recovery，and that Portugal will uphold the globalness and openness of the EU’s foreign policy，and strengthens its multilateralism，inclusiveness and open international cooperation，exerting its special influence on EU.
