Abstract:In September 2020，President Xi made the solemn promise to China’s peaking carbon dioxide emissions and carbon neutralization target at the UN General Assembly. At the beginning of 2021，“The 14th Five-year Plan for Economic and Social Development and the Outline for Future Vision of 2035 of the People’s Republic of China” was released，emphasizing the building of clean，low-carbon，safe and efficient energy system. The task of peaking carbon dioxide emissions and carbon neutralization in China is great and arduous. In recent years，China’s economy has turned to the stage of high-quality development，but the economic development still depends on energy consumption to a certain extent. In this context，we take energy efficiency as the basic perspective and build China’s regional development and energy efficiency evaluation system. This system can be used to measure the regional energy utilization efficiency and multi-dimensional tracing analysis，which is of guiding significance to promote the green development of regional energy and economy.
