文章摘要：自1992年《联合国气候变化框架公约》诞生以来，推动绿色低碳发展已经成为全球众多国家的共识。发达国家（地区）的减排之路起步较早，在构建战略目标体系、建立政策法规体系、完善市场激励机制、突破节能减排技术、推行循环经济等领域已积累了丰富的经验，对福建省完善政策体系、优化市场机制、加快技术创新、发展循环经济具有重要借鉴意义。
