气候变化背景下气象指数保险产品开发及应用

Abstract:The Paris Agreement anchored Warsaw International Mechanism for Loss and Damage associated with Climate Change Impacts，and emphasized to establish risk insurance tools，climate risk apportionment and other insurance solutions. Although the Agreement formulated a framework for all Parties to address loss and damage on a sustainable development basis，it has not resolved a lot of technical issues. Here，fist，Weather Index-Based Insurance（WII），which is an effective tool to transform climate change disaster risk，is introduced，its applications around nations are elaborated and the inherent relation between WII and climate change dealing is stated and key technical problems faced by WII production development is analyzed on emphasis in the context of climate change. Then a technical framework for WII production development is proposed through the case of WII production development for apiculture drought and practice in Beijing，which demonstrates the function of WII in dealing with climate change disaster. Last，problems confronted with WII production application and promotions in China are discussed from the views of technique and mechanism，and strategies are provided in the end.
