Abstract:The paper summarizes the research and negotiation progress of just transition of labour，the creation of decent and quality job under the framework of UNFCCC. The key of just transition is to resolve job problem，which requires to understand the impacts of climate change policies on employment. Low-carbon development refers to the development path of low-carbon economy through low-carbonization process，aiming at achieving the dual goals of sustainable development and climate change. Through the adjustment of industrial structure and energy structure，in addition to the impact on the overall size and structure of employment，new requirements for employment skills will be put forward. In order to better promote a fair transition in the implementation of climate policy，China should actively carry out targeted research，and promote new low-carbon employment opportunities by increasing green investment. It is also necessary to properly consider and resettle unemployment caused by climate policy shocks. Groups to prevent these people from becoming poor due to policy shocks.
