Abstract:China-Africa cooperation has been facing growing internal and external pressures since entering the 2nd decade of the 21st century. The combination of international system transformation，path adjustment of China’s rise，and resulted changing model of China’s diplomacy，makes the emphasis of Africa’s role as basis of China’s foreign policy change；accordingly，Sino-Africa cooperation is moving from the solid but easily-ignored basis to strategic focus of great powers competition. Meanwhile，after 2 decades rapid development，China-Africa cooperation is moving towards a high quality and lower speed development phase. In the next stage，China-Africa cooperation should adhere to the traditional “basis of the basis” position in China’s foreign policy，meanwhile adjust with the times according to the change of focus. Firstly，from the perspective of further consolidating the foundation of China’s innovative rise，it is important to improve the strategic priority of China-Africa cooperation and make it become the strategic vanguard of China’s innovative rise. Secondly，from the perspective of further consolidating the foundation of China’s sustainable rise，it is important to enhance the strategic visibility of China-Africa cooperation and make it the strategic support for China’s sustainable rise. And finally，from the perspective of further consolidating the foundation of building a community with a shared future for mankind，it is important to increase strategic input in China-Africa cooperation and make it a strategic demonstration of a community with a shared future for mankind.
