文章摘要：2011年，面对极其复杂的内外部环境，证券监管部门在公司债券发行审核改革、防范和打击内幕交易活动、证券法评估与修订、推出RQFII等几个方面稳步推进改革创新和对外开放，加强和改进市场监管，证券期货市场保持了平稳健康运行态势，资本市场功能得到较好发挥。虽然市场行情总体较为低迷，但监管改革措施为促进市场长期健康发展奠定了坚实基础。
