由“办”到“局”：地方金融监管的现在与未来

Abstract:Since the second half of 2018，a comprehensive local financial regulatory regime reform has been steadily advancing. From “office” to “bureau”，it is not just the change of name，but the adjustment of financial supervision functions. The establishment of the local financial supervision bureau is a starting point for cracking the local financial supervision dilemma. Looking into the future，the construction of new local financial regulatory regime should base on the current “7+4” pattern of local financial regulation rights，historical logic and actual needs of local financial regulation，rationally divide central and local government’s regulatory powers on the way of legal and institutionalization，clear the position and target of local financial supervision institutions，and active the role of RegTech and self-regulation organasations.
