Abstract:From the practical experience of New York Bay Area，San Francisco Bay Area and Tokyo Bay Area，the basic elements of the three bay areas to achieve great success are fuzzy administrative boundaries，high-end factor agglomeration，industrial synergy and division of labor，and superior business environment. In order to become the world-class bay area like the world’s top three bay area，Guangdong-Hong Kong-Macao Greater Bay Area must be in the bay area to achieve new progress in depth fusion and collaborative division of labor，break through the “glass door” desalination administrative boundaries，to build core function to break the “ceiling” bay area，construction coordination system through the “window period”，promote system innovation out of the “deep”.
