Abstract:The collective rise of emerging economies is a key variable in the global economic system in the first 20 years of the 21st century. Many emerging economies with growing economic strength and increasing political and cultural influence constitute the key links for “Belt and Road” construction. In the “Belt and Road” system，Russia，India，Turkey and Saudi Arabia are the main representatives of emerging economies. They play important roles in the construction of “Belt and Road”. As a “bridgehead” of “Belt and Road”，Shanghai maintains close cooperative relations with Russia，India，Turkey，Saudi Arabia and other important emerging economies within the framework of “Belt and Road”. Shanghai has made full use of its advantages in capital，technology and finance，and with the help of the bilateral and multilateral platforms built by the “Belt and Road”，has made contributions to the further promotion of cooperation between China and emerging economies.
