日本新防卫计划与军事力量发展：动因、路径与影响

Abstract:Japan’s new “National Defense Program Guidelines” and the “Mid-Term Defense Program” issued in 2018 are plans for military development in the next few years. The two documents show that although Japan is restrained by factors such as severe government finance and “aging society with lower birth rate”，it still hopes to enhance its independent military power，strengthen the support for the Japan-US alliance，and expand the space for using military forces overseas by means of increasing resources input，carrying out institutional reform，building new types of combat forces，updating weapons and equipment as well as adjusting policy space. Were these military development plans implemented，it will further enhance the offensiveness of the self-defense force，reinforce the Japan-US alliance，provide Japan with more policy options for overseas intervention，and may have an impact on the regional security situation.
