江苏养老保障的新问题和对策研究

Abstract:The construction of old-age security system of Jiangsu province has achieved remarkable success in recent years，but there are also many deep-seated contradictions. Firstly，the divisions between different regions，different population，and between the urban and rural have not changed fundamentally. Secondly，the contradiction between income and expenditure of social insurance fund is prominent；Thirdly，the growth mechanism of pension is unscientific. These problems bring challenges to the sustainability of the old-age security system. During the 13th Five-Year pension，the system should be more scientific，and gradually move toward to a more equitable，continuous，efficient direction. In order to achieve the above purpose，the following measures should be taken. The most important is to perfect the pension system of the three pillar. Furthermore，a scientific pension growth mechanism should be established，the overall level needs to be improved，the support network for old-age security should be expanded andthe border of government responsibility is clear.
