Abstract:This study proposes the future development ideas for district-level teaching and research institutions in Guangzhou. First of all， it should integrate these institutions， devoted to creating district-level educational think tanks； Secondly， it should strengthen the construction of talents for teaching and research institutions at the district-level， as well as re-evaluate the number of personnel in teaching and research institutes in various districts to ensure sufficient labor force； Thirdly， it should take the building of the talent team into the key content of the construction of regional teaching and research institutions， and carry out the talent team multiplication plan； Fourthly， it should strengthen the educational decision service capabilities in educational and scientific research； Finally， it should enable the function of “four in one” to realize and the teaching and research institutions from “integration” to “fused”.
