国外环境风险管理经验的比较研究

Abstract:Based on environmental risk management experiences in America, European Union and the United Nations, this paper advanced such suggestions to provide references to improve the environmental risk management in China as: experience and lessons learnt from accidents is an important tool to improve the prevention mechanism and system; clearly definition of duties and strengthening cross-departmental cooperation is a basic prerequisite for efficient prevention and response, proper environmental information dissemination is an important way to prevent and act upon environmental accidents, establishment of risk management fund and disaster damage compensation mechanism can provide necessary economic guarantee, a practical emergency response plan is essential to prevent environmental risks and ensure efficient emergency responses.
