文章摘要：本报告探讨了中国经济的新常态及其环境效应，认为新常态及其转型是中国环境保护工作的重要窗口期，指出环境善治是国家环境治理现代化的必然要求，并提出了相应的政策建议。
Abstract:this paper summarizes the “new normal” economic situation as well as the promotion of eco civilization in China and its implication on environment and environmental protection. The new normal and its transition is an important opportunity of windows for China to turn the tipping point of environment degradation and resources depletion.
