海洋战略下我国海洋国土的开发利用

Abstract:The 21st century is a new era for the development and utilization of marine territory. It is necessary to rely on ocean for achieving the sustainable development of China. The construction of sea power has risen to a national development strategy at 18th Party Congress. Therefore，it is very important to establish the concept of marine territory，raise awareness of marine territory，and get a safe，effective，and sustainable development and utilization. This is not only drawing lessons from the sea power in the world，but also the inevitable choice of development way of China. There are four parts in the paper. Firstly，the change process of the concept of marine territory is reviewed. Secondly，the basic national conditions of marine territory in China are recognized. Thirdly，the challenges on the development and utilization of marine territory in China are analyzed. Finally，the corresponding solutions of the development and utilization of marine territory in China are proposed. This paper will provide a reference for the development and utilization of marine territory in China under the oceanic strategy.
