英国海洋管理组织：可持续利用海洋的组织保障
文章摘要：在海洋资源日渐枯竭、海洋环境压力逐渐加大的背景下，英国尝试通过推进海洋综合管理来实现海洋资源的可持续利用。2009年出台的《海洋与海岸准入法》成立了独立的执行性非部委公共机构——海洋管理组织，代表英国政府行使编制海洋规划、海洋事务审批、海洋自然保护、渔业管理以及海洋执法等职能。海洋管理组织的成立实现了海洋管理职能的整合和重组，为弱化海洋开发与海洋保护间的矛盾、推动海洋事业的可持续发展提供了组织保障。
