欧盟“东部伙伴关系计划”：现状和前景

Abstract:Eastern Partnership is regarded as an “enhanced version” of the EU Neighborhood Policy which aims to improve the security and stability of the EU’s six eastern neighboring countries including Belarus，Ukraine，Moldova，Georgia，Armenia and Azerbaijan. After its launch，this plan has been confronted with a series of problems，such as the hedging strategy adopted by Russia after being excluded from the plan，the divergences among the EU members which impacts negatively on its implementation，and the ambiguous prospects for the EU accession of these countries. After the Ukrainian crisis，the EU set up a new direction for the Eastern Partnership. However，due to the influence of the refugee crisis and the terrorist attacks，it is difficult for this plan to make practical progresses in the near future.
