中国煤电清洁高效发展现状及展望

Abstract:Since 2006-2010（the “11th five-year plan”），the clean utilization of coal in power plants has achieved outstanding effects in China. The structure was further optimized，net efficiency continue to improve and air pollutant emission quickly reduced. The main problem are the reduced marginal benefit of the clean utilization of coal，the frequently- updated environmental protection policy and the unsound evaluation system. At the same time，China has been in the late stage of industrial development，the economy entered the “new normal”，and the high carbon endowment characteristics of energy，which determined that the coal is still the basic power support of China’s economic development，the support of energy transformation，the basis of stabilizing low electricity price level，the key to solve dispersed coal pollution. Looking forward to the future，the development of coal should be guided by the demand of promoting energy revolution. The key constraint of the development of coal is carbon emission. The comprehensive target of it is to improve the energy efficiency，reduce the pollution and control the cost. The coal should play a key role in the optimization of energy system. The positioning of coal should be cleared. The laws and regulations of energy efficiency，low carbon and environmental protection should be improved. Supervision should be legal and scientific. The self-discipline of industry should be strengthened.
