Abstract:This report comprehensively reviews the legal and judicial development of the European Union between September 2008 and September 2009，which consists of three parts. Part 1 relates the latest ratification process of the Lisbon Treaty，especially the EU’s efforts to solve the approval crisis caused by the “Irish No”. Part 2 gives a brief introduction to the development of the secondary legislation in the EU. In the past year，the EU made some progresses in secondary legislation especially in the area of freedom，security and justice and in the fields of energy and environmental protection. Part 3 analyzes the progress in the jurisprudence of the European Union’s courts，which mainly involves intellectual property protection，Parliamentary immunity and the consequence of the EU’s secondary legislation.
