韩国外来劳工人权保护政策转变的影响因素分析

Abstract:During the past decades，Korea has changed from a labor exporting country to a labor importing country and the number of foreign residents has increased rapidly. The presence of migrant labors had brought about dramatic changes to Korea’s socio-economic horizon. In the meantime，Korean government’s immigration policies have undergone three phases of evolvement，e.g.，institutional negligence，involuntary protection and systematic advancement. This paper argues that factors such as migrant workers’ persistent struggle，NGO’s support，mainstream society’s attitudinal change and its recognition toward multiculturalist policies，and Korean government’s initiatives have influenced the protection of migrant workers’ human rights protection. Most importantly，Korea’s successful democratic transition has laid a solid foundation for the overall progress.
