Abstract:The huge difference of development of coastal and inland areas makes the dual structure of the land and sea increasingly prominent.How to reduce the gap and promote the coordinated development of marine economy and inland economy as well as to recognize the laws of the economic fluctuation are the key problems for accelerating the development of the blue economy.Based on the CGE thought，this article proves the best distribution of the factors of production between the land and sea.Besides，it proves the objectivity of the economic fluctuations inside the system.Furthermore，some appropriate policy recommendations have been put forward to the construction of the Blue Economic Zone.
