Abstract:At present，the game of great powers and standard competition in the digital field is shifting from technology to superior technology and competition for international rule-making rights. The game of rules has become an important frontier of the current game of great powers. Studying and formulating a “China Solution” for cross-border data flow is an urgent question to be answered as a power in the digital economy and digital trade. On the basis of in-depth study of the domestic and foreign background of cross-border data flow in China and domestic laws and regulations，the paper studies and evaluates the new challenges posed by the implementation of the “Digital Regulatory Lock” strategy by major powers，and puts forward the general idea of cross-border data flow in China，as well as accelerating the institutional opening of the digital field. Actively participate in the global bilateral and multilateral global digital governance and economic and trade negotiations on the path and policy suggestions.
