西北太平洋行动计划研究：机制、挑战以及路径

Abstract:Global marine environmental problems are posing seriousthreats to the survival and development of mankind，so that the model of regional governance has become a common concern of the international community，with countries and regions actively exploring the path of marine regional governance. The Northwest Pacific Action Plan，as a cooperative mechanism for regional governance of the oceans among Northeast Asian countries，aims to create a resilient，predictable，safe and transparent ocean through multilateral cooperation. However，it faces many challenges in practice and implementation due to the imperfect governance mechanism，negative impacts of “high politics”，insufficient binding frameworks for action，lack of funding for cooperation，as well as the global spread of COVID-19. Looking to the future，the NOWPAP needs to innovate development concepts，expand action and governance bodies，and improve its cooperation mechanism to seek sustainable advancement in the field of marine regional governance. To some extent，the cooperative experience of ocean governance among Northeast Asian countries can provide reference for cooperation in other areas of the region and contribute wisdom and strength to global governance.
