Abstract:High-quality Hainan Free Trade Port plays an important role in promoting the national development strategy and building the Belt and Road. It serves the major national strategy as an important open gateway to the Pacific and Indian Ocean regions，and an important platform for strengthening practical cooperation at multiple levels and in multiple fields with countries and regions along the Belt and Road，covering culture，education，agriculture，tourism，and goods. Hainan Free Trade Port has already played a significant role in the Belt and Road Initiative in terms of policy coordination，facilities connectivity，unimpeded trade，financial integration，and people-to-people exchanges. It represents the frontier area of China’s deep economic integration into the global system，an important strategic intersection of domestic and international circulation，and a major destination of the inflow of consumption from abroad. Benchmarking with the highest level of open economy in the world，it creates sound conditions and foundations for China’s full alignment with international rules and the Belt and Road construction at deeper levels. High-level opening stress test will be a key step to achieving the customs clearance operations at Hainan Free Trade Port by 2025. In the future，Hainan will move faster to apply high-standard international economic and trade rules on a pilot basis to facilitate the free and impeded flow of factors of production，speed up the pace of institutional opening up，and create a new platform with public goods for international economic cooperation.
