新十年合肥转型发展的关键议题与战略（2016~2025）

Abstract:Hefei is a core city for the rise of China’s central area in the new decade. Hefei enjoys a unique location，a steady growth of industrial power，and signification improvement in scientific innovation capacities. In the new decade，the key for Hefei’s transformative development mainly lies in promoting the intrinsic development of economic growth，intensifying reform of social systems，improving democracy and rule of law，and constructing a general ecological framework. Based on that，efforts should be made to build a system of social governance with multiple subjects involving “the Party and government，social organizations，and the masses”，prioritize the integrated development of culture，science and technology，tourism and financial sectors，promote urban and rural integrative development，and achieve the coordinated development of economy，society，culture and ecology. The rise of Hefei will depend on three strategic orientations：with “the core city in the Yangtze River（Anhui）Belt” as the support，increase Hefei’s power of projection，leadership and influence in the whole province；with “the sub-hub city in the urban agglomerate in the middle and lower reaches of the Yangtze River” as the opportunity，build Hefei into a hub city for the region that covers Anhui，East Hubei，North Jiangxi and South He’nan；with the link city for “One Belt，One Road” as the platform，construct an open inland economic high ground and an international metropolis. The three strategic orientations will optimize the strategic upgrading of Hefei spatial planning. Meanwhile，active planning efforts should be made to scientifically evaluate the necessity and possibility of building Hefei into a regional mega-city，further consolidate the overall power of Hefei Economic Circle，and contribute to Anhui’s lead in the rise of central China.
