Abstract:According to the “World Digital Competitiveness Ranking” in recent years，Japan’s digital transformation ranks low，with obvious disadvantages. Since the COVID-19 pandemic exposed various problems in Japan’s digital construction，the Japanese government has realized the urgency of digital transformation. This article focuses on the construction of a “super-smart society”，one of the important measures in Japan’s digital transformation. It was proposed by the Japanese Cabinet Office，a central-level agency，and reflects the central government’s conception of the overall smart society construction. At the same time，Japan is also at the local government level. Actively promote the construction of “smart local government”，among which the construction of “smart city” in the capital Tokyo has played a positive role in the 2021 Tokyo Olympics and in the fight against the pandemic. In addition，the Kishida Cabinet’s “Digital Garden City State” as its signature policy focuses on the digitalization of rural areas to reduce the gap between urban and rural areas.
