从数字鸿沟到数据鸿沟：2016~2022年中国区域数字鸿沟的发展新阶段及弥合策略

Abstract:Based on the theory of digital divide，the concept of “data divide” is proposed. This divide has been one of the most important issues facing China’s digital transformation development. The key to bridging the data divide is to gradually remove the obstacles to the capitalization of data resources，so that the value of data resources can be brought into play. This paper evaluates and analyzes the inter-provincial and inter-regional “data divide” by constructing the relevant measurement framework of “data divide”，and further introduces the policies taken by China. The case of smart agricultural enterprises in Yunnan Province is analyzed. Finally，some implications for developing countries to bridge the domestic data gap are proposed.
