服务贸易国际高端人才聚集与人才服务研究——基于FESCO公司“易北京”App的实践

文章摘要:近年来,伴随对外开放格局的逐步优化,中国服务贸易稳步发展,规模持续扩大,在国民经济中的地位和作用日益凸显。服务贸易作为知识、技术密集型产业,需要从业人员具备扎实的专业技能和优异的综合素质。然而,由于长期以来我国具有以低技术制造业及劳动密集型服务业为比较优势、服务贸易国际高端人才流动性大等特点,加之对国际高端人才的服务不够重视,所以现阶段我国服务贸易国际高端人才较为稀缺。人才是第一资源,缺乏国际高端人才将成为制约我国服务贸易未来发展的主要因素。本文以国际高端人才聚集和人才服务为研究对象,详细分析了国际高端人才聚集和人才服务对于服务贸易行业持续稳健发展的重要性和必要性,并结合探索浙江省杭州市、中国(广西)自由贸易试验区、中国(海南)自由贸易试验区三地的成功引才经验和FESCO公司数字生态“易北京”App的人才服务实践,为服务贸易国际高端人才聚集和人才服务提供了可借鉴的路径与方案,即要积极采取科学、合理、有效的激励机制吸引高端服务贸易人才,落实人才引进政策,实现人才聚集;同时创新人才服务模式,打造国际人才数字化综合服务平台,通过智慧转型驱动人才服务创新,实现数字化人才服务。

Abstract:In recent years,with the gradual optimization of the opening-up pattern,China’s service trade has steadily developed,and the scale of it has continued to expand. The status and role of service trade in national economy has become increasingly prominent. As a knowledge-technology-intensive industry,it requires employees to have solid professional skills and excellent comprehensive qualities. However,due to the comparative advantages in low-tech manufacturing and labor-intensive service industries in China in the past few decades,high mobility of talents in trade in services,as well as insufficient attention to the services for international talents,the talents are relatively scarce at the current stage. Talents are the primary resource,and the lack of international talents will become the main restriction for service trade in China in the future. This article takes international talent-gathering and talent-service as research objects,analyzes the importance and necessity of international talent-gathering and talent-service for the sustainability and stability for trade in services in detail,and explores the successful experiences of talent-introducing in Hangzhou,China(Guangxi)Pilot Free Trade Zone,and China(Hainan)Pilot Free Trade Zone as well as the talent-service practice of FESCO’s digital application of “Easy Beijing” App,which provide references for the international talent-gathering and talent-service in trade in services across the country. The strategy is to actively adopt incentive mechanisms which are scientific,reasonable and effective to attract international talents in the industry,and implement talent introduction policies to achieve talent-gathering;at the same time,innovate talent-service practice by establishing an integrated international talents digital service platform to achieve comprehensive and excellent talent-service.
