Abstract:China’s social economy and technology are entering a period of deep change，and are making important changes from low-quality development towards high-quality development. In 2020，the role of digital governance in China will be obvious，the driving force of digital economy will be strengthened，the industrial and economic structure will be adjusted，and big data will face new opportunities and important challenges. With data becoming the major factor of production，the initial opening of government data，and the full activation of “non-contact economy”，the core value of data economy is reflected，and the core role of big data is more obvious. The new infrastructure is expected to become a new driving force for China’s rapid macro-economic development，and has been highly concerned. With the intensive release of various new infrastructure policies and the gradual promotion of infrastructure，the development of big data has a substantial material and content foundation. Under the new situation，the role of digital governance has been emphasized，the development trend of digital government is good，“big data+grid” has become a developing trend of smart city. With the rise of international unilateralism and science and technology protectionism，China’s supply chain of high-tech products is affected，and the source of technological innovation is restricted. Therefore China’s core technology development of big data needs to find new ways of independent innovation.
