Abstract:Since 1948，Israel has kept modernizing its military and defense industry. Through the establishment of a sound system，the development of dual-use technology，the promotion of achievement transformation，the absorption and training of dual-use talents，and the active export of military products，Israel’s military defense industry has successfully realized the civil-military integration through technology input reproduction，combining resources and knowledge，and introducing military defense capital into social innovation. This process shows distinctive characteristics，such as the combination of comprehensive development and highlighting priorities，and the combination of military leadership and two-way integration. Although Israel has made great achievements in building the defense industry into a pillar industry of the national economy，the development of civil-military integration in Israel is not without obstacles.
