朝鲜修宪：动因及影响

Abstract:North Korea turned more attention to domestic issues after a bitter meeting in Hanoi in February 2019. In order to carry out the new strategic line，North Korea attached great importance to the construction of the party leadership procedures and institutions，as well as to enhancing the transparency and legitimacy of state decision-making. As a result，North Korea held two successive Supreme People’s congresses in April and August 2019，with focus on constitutional amendments. North Korea’s new constitution mainly involves：the removal of “military first thought”，the provision of one single actual and nominal supreme leader，as well as the implementation of socialist corporate responsibility management system，which will have an important impact on North Korea’s internal and foreign affairs. However，given the current North Korea-US relations are still in a rigid stage，the long-term U.S. containment，pressure and sanctions will inevitably impair the policy effect of North Korea’s constitutional amendments.
