Abstract:Based on the relevant plans of industrial chain and innovation chain of the nine provinces of the Yellow River Basin，this report firstly summarizes and extracts the key industrial chains or key industries identified by each province，and analyzes the development status of strategic emerging industries or industrial chain of strategic emerging industries of Henan，Shandong，Shaanxi，Shanxi，Inner Mongolia and other provinces focusing on the aspects of subdivisions，key enterprises，main shortcomings，and breakthrough directions. Then，it summarizes the policies and measures of various provinces to support the development of industrial chain and innovation chain from the aspects of industrial foundation reengineering，promoting chain leader system，cultivating main enterprises of each chain，increasing fiscal，taxation and financial support，strengthening innovation and talent support，and optimizing the business environment. Finally，five suggestions are put forward，including building platforms and carriers for industrial chain and innovation chain，cultivating and expanding main enterprises of each chain，building a green system of industrial chain and innovation chain，accelerating the digital and intelligent transformation of industrial chain and innovation chain，and supporting the financial development of industrial chain and innovation chain to enhance the competitiveness of industrial chain and innovation chain of the provinces of the Yellow River Basin.
