网络安全与数字化国际规则文本研究——以国际组织为例

Abstract:This paper takes the policy guides，research reports，statements and other English materials in cyber security，digital economic and information technology released by WEF，OECD and IGF in 2019. It sorted out the core viewpoints，basic propositions，main policy contents and characteristics of the three major organizations in the three major areas of network security，digital economy and information technology. The study found that the relevant regulatory texts issued by OECD and the WEF cover three major areas of cybersecurity，namely，the digital economy，and information technology. IGF focuses on network security. Finally，this paper presents the influence of three major international organizations on the establishment of international cyberspace rules，and proposes countermeasures for China.
