Abstract:The community of ocean destiny is the embodiment of a community with a shared future for mankind in the ocean field，and is a new plan for the development and utilization of the ocean provided by China to the world. The proposal of the concept of community of ocean destiny was not accomplished overnight，but a long process of development. It is the inheritance and development of the ocean strategy of the predecessors. At the same time，the construction of the community of ocean destiny is not straightforward，and it is facing numerous difficulties. By analyzing the development status of the community of ocean destiny，we can predict the future development trend of the community of ocean destiny. The future construction of the community of ocean destiny will develop from three aspects：enriching theoretical connotations，alleviating external pressures，and improving maritime security cooperation mechanisms. In the process of building the community of ocean destiny，attention should be paid to improving the international maritime legal system，establishing a sound evaluation mechanism，and formulating phased goals.
